Pema to expand ministry

ITANAGAR, Jan 11: The cabinet expansion of Pema Khandu led BJP government is expected to take place on Saturday. The names of potential cabinet inductee include parliamentary secretary for education Bamang Felix, Tezu MLA Dr Mahesh Chai and Ziro-Hapoli MLA Tage Taki.

RSS along with majority of 'original' BJP MLAs are reportedly pushing for Taki.  The three cabinet posts are vacant following the dropping of Takam Pario, Tanga Byaling and Rajesh Tacho. CM Khandu had dropped them following rebellion against his govt.

Union minister for Road, Transport and Highway Nitin Gadkari along with BJP National General Secretary Ram Madhav is expected to attend the swearing in ceremony, according to sources. Gadkari will also dedicate two roads namely Papu-Yupia-Potin 2 lane and Itanagar-Hollongi 4 lane to the nation.

 

 

 

Late Tarh Peeju to get national bravery award

ITANAGAR, Jan 11:   Late Tarh Peeju has been selected, Posthumously, for Indian Council for Child Welfare's National Bravery Award (Bharat Award) 2016.

On May 19, 2016, nine year old Peeju drowned while saving her cousins Miss Phassang Marry and Tarh Charu when they attempted to cross Pachin River in Naharlagun.  

Peeju jumped into the turbulent river and dragged both Marry and Charu to safety. She was swept away by the river and her body was later recovered at downstream.

 Born to father Tarh Kama and mother  Tarh Yaku, brave heart Peeju was studying in Class IV at Alphabet Public School, Nirjuli. The award will be presented by Prime Minister of India in New Delhi.  

 

 

 

CM invite investors to Arunachal

AHMEDABAD, Jan 11: Chief Minister Pema Khandu asserted that with its strategic location between Bhutan, China and Myanmar vis-à-vis Govt. of India's Act East Policy, Arunachal Pradesh offers immeasurable opportunities for business and growth.  

Convening an Investor's Meet on the side-lines of the inaugural function of the 8th Vibrant Gujarat Global Summit Tuesday evening, Khandu stated that Arunachal Pradesh is ready to accept investments in Agriculture, Horticulture and Tourism sectors immediately to begin with.

"Arunachal Pradesh is favourably situated between the huge markets of mainland India in the South and South-Asian countries beyond its borders," he pointed.

The Chief Minister observed that Arunachal Pradesh remained closed to investors from outside due to its remoteness and poor market. However, he said the state is opening up its treasure trove with better communication network like the Trans Arunachal Highway, Advance Landing Grounds, and extension of railway lines, better bridges, etc and a more congenial atmosphere of doing brisk business.

"Arunachal Pradesh now means serious business and that's why we are here today," he remarked.

Hosts of business houses based in Gujarat and elsewhere, while expressing their keen interest in doing business in Arunachal Pradesh, swarmed the Arunachal help-desk with their inquisitives on existing investment policy, Land Laws, Tax structures, mobility within and beyond the State, Banking facilities, etc.

The investors, which also included the Sun Group, expressed keen interest in high-end tourism, luxury hotels, solar power, education, food processing and other agriculture and horticulture related sectors.

Several probable investors also raised issues relating to State's take on investor oriented investment policies, flexibility of laws, to which the Chief Minister assured assistance in the form of investor friendly policies, subsidies from Union Government, tax holidays and single window clearances.

The Chief Minister invited the investors to Arunachal Pradesh where a seminar on investment will be organised to address issues of the investors in detail.

It is expected that about 20 potential investors from Gujarat who expressed their keen interest on investing in Arunachal Pradesh will visit the State in the month of February to explore areas of investment.

Deputy Chief Minister Chowna Mein, Parliamentary Secretary for Tourism PD Sona, Chief Secretary Shakuntala D Gamlin, Principal Secretary (Home) Satya Gopal and Commissioner Investment Ashis Kundra, Secretary to CM Sonam Chombay were present in the meeting.

 

 

 

NGOs slam India’s human rights situation, shrinking democratic space

ITANAGAR, Jan 11: A number of non-governmental organizations have criticized the Indian government for its poor record with regard to critical issues such as harassment of civil rights activists, shrinking democratic space, discrimination against minorities, and condition of women, children, Dalits and tribal people in the country.    

These and many more issues have been highlighted in the Joint Stakeholder's Report on India's overall human rights situation released by the Working Group on Human Rights (WGHR) in India and UN at New Delhi recently. The report was submitted to the UN Human Rights Council for the upcoming third Universal Periodic Review of India due to take place at Geneva in May 2017, under which India's human rights record, obligations and commitments will be evaluated by 193 member states of the UN at the UNHRC. More than a thousand NGOs, lawyers and activists from almost all states in the country have endorsed the report.

Henri Tiphagne, convenor of WGHR, said various UN bodies and several governments have expressed concerns on severe restrictions and actions by the Indian Government. He said that the report endorsed by more than 1000 organizations in the country, echoes the need for the Indian Government to call for an open dialogue with the civil society before the UPR plenary session is held in May 2017. He also pointed out "as India claims to move ahead with developmental agenda, no development can be at the cost of crushing of fundamental rights of dissent and protest which are the basic elements of our democracy."

The Co-director of HAQ: Centre for Child Rights Enakshi Ganguly pointed out that India spends merely 4% of the national budget on children. She said that it is sad that in a country that claims to have become a global leader in last three years, the status and condition of children have not seen any meaningful improvement since UPR 2. She strongly criticised the new Juvenile Justice (Care and Protection) Act 2015 which includes a "regressive provision of waiver of 16-18 year olds into the adult criminal justice system for serious offences & has led to the lowering of standards for dealing with children in conflict with the law."  

Senior human rights lawyer Vrinda Grover expressed concern over the failure of the Indian state to honour its pledges at the earlier UPRs and highlighted that despite assurances to the Human Rights Council, India had still not ratified the Convention Against Torture, and no law against torture has been passed by the Indian Parliament to date. Terming this a damning blot on India's human rights record she urged the Parliament to pass the Prevention of Torture law in compliance with CAT.

Vrinda also said that the impunity for human rights violations by security forces in zones of conflict continue and further, no heed is being paid to recommendations by HRC member States, UN Treaty bodies and Special Rapporteours to repeal AFSPA. The reports from Chhattisgarh are very disturbing where Adivasi women were being sexually assaulted and men killed in extra judicial killings by police and security forces; and lawyers, journalists, activists and academics highlighting these egregious violations are being targeted by the police and administration; She also emphasized that sexual violence against women remained widespread and systematic and the basic citizenship rights of half the population were infringed. The government must as a matter of highest priority ensure conditions where women enjoy their freedoms and live without fear.

The WGHR Joint Stakeholders report deals with critical issues like social inequality, homelessness, cancellation of FCRA of NGOs, harassment of civil rights activists, shrinking of democratic in India as well as Dalit and tribal issues.

Some startling facts highlighted in the report are: India tops world hunger list with 194.6 million undernourished; has the world's largest number of homeless and landless persons; the world's highest number of malnourished and hungry children; 56% rural households are landless; 30% of world's poorest people and 10.2 million working children between 5-14 years. 68% prisoners are in pre-trial detention; Every third sanctioned post in the higher judiciary and every fourth in the lower courts is vacant; 5,650 Indian farmers committed suicide in 2014 i.e. 15 farmers a day; Between 2005 and 2015 more than 40 RTI activists are reportedly murdered and more than 250 others have been physically assaulted or harassed; India voted against a UN General Assembly resolution calling for moratorium on death penalty; India refused to adopt UN General Assembly resolution on human rights defenders in November 2015; India's longest overdue report to the UN is to the Human Rights Committee last submitted in 1995.

 

 

 

Rijiju unveils Taak Soi dedication pillar

AALO, Jan 11:  Union Minister of State for Home GoI, Kiren Rijiju on Wednesday unveiled Taak Soi dedication pillar on the occasion of 17th foundation day of Galo Welfare Society (GWS) at Zirdo on Tuesday last.  

Addressing a huge gathering on the occasion, Rijiju lauded the GWS for taking up the Zirdo-Kadu road project on self help basis to connect people of Ego Bango, Ramle Bango with East and West Siang.

He disclosed that he has a vision to develop all weather highways along the foothills of Arunachal to open up a commercial corridor and stressed on sending the dream proposal to the government of India.

The Minister also launched Galo Agom- App conceived by Bomken Kamdak Bam to learn and give access to Galo Ennam developed by Galo Language Development Committee headed by Dr. Takop Zirdo.

Also present on the occasion was Minister Health and Family Welfare, Jomde Kena who said that govt. has already sanctioned Rs. 30 lacs as per the estimate given by GWS and the same will be released soon.

Zirdo-Kadu Road Project Chairman, Tomi Ete said that the 95 Km long stretch of road from to Ego to Pasighat is one of the most important roads in terms of connectivity with the people of east and west with rich natural resources and activities to be carried out there.

It is a road initiated by late Tomo Riba, former Chief Minister and it would be a befitting tribute. 

GWS President, JM Boje said that the society could mobilize a fund to the tune of Rs. 22.86 Lakhs from individual, NGOs, clan-based organizations and well wishers to undertake the work. Earth cutting equipment such as excavators and bulldozers also were provided free of cost from individuals and companies.

Boje further submitted a memorandum to the Minister urging him to declare Ego to Kadu as all weather highway road.

Anchal Chairperson, Bini Zirdo also appealed for BSNL tower at Zirdo village to link the area with net connectivity. Horsen Ete, first President of GWS, TK Engineering Deputy Managing Director, Techi Ratu, RCCN Aalo and all other clan-based organizations, society and individuals were also felicitated for their contribution towards Zirdo-Kadu road project.

Arunachal shine at Vibrant Gujrat summit

ITANAGAR, Jan 11: Visitors continue to flock Arunachal Stall at Vibrant Gujurat Global Submit-2017.

Domestic as well as visitors from abroad visited  the stall to know everything about the state and explore the possibilities of investment on various sectors relating to Non Timber Forest Products (NTFP), said a release.

The main attraction of the second day was the display of state's rich non-timber forest products  including bamboos, canes, medicinal plants and orchids.

 

 

 

Pangsau Pass Winter Festival

CHANGLANG, Jan 11: After a gap of three years, the Pangsau Pass Winter Festival 2017 is back again in Nampong from January 20 to 22.

Preparations are going on in full-swing for the event considered as one of the most popular tourism festivals of Arunachal Pradesh.

Local MLA Laisam Simai accompanied by the Deputy Commissioner, Changlang Wayong Khimhun, SP, Commandant 13 AR, Jairampur ADC and Chief Coordinator of the festival K Tikhak on Tuesday visited the festival ground and took stock of the progress of the stage construction and other arrangements for the festival.

According to Jairampur ADC, all the construction works will be completed well ahead of the start of the festival.

Earlier, the team visited the famous World War-II cemetery, a place of attraction for tourists, and took stock of the area to ensure its well maintenance. They also visited "Hamilton Bridge" constructed during Worl War-II, which also is a place of tourist interest.

The team, thereafter, visited the pass to observe the various arrangements made to ensure an environment that is conducive for the tourists visiting the pass and Lake of no Return, during the festival.

Performance by cultural troupes from various parts of the state and Myanmar, traditional sports and local cuisines will be some of the main attractions of the festival.  DIPRO

 

 

 

‘Water scarcity in Debing village man-made’

PASIGHAT, Jan 11: The Public Health Engineering Department (PHED), Pasighat has refuted the allegation leveled against it for water scarcity in Debing village under Ruksin sub division.

Claiming drinking water crisis in the village was rather a man-made one, AE (PHED) Kaling Taki claimed that water supply in the village was restored immediately after the media report.

The AE along with HGB Yon Yomso, ASMs (Debing-I) Takiram Siboh, (Debing-II) Kaling Moyong and plumbers made a spot verification on Tuesday and confirmed water availability up to the tail-end point (Debing Middle School).

The team claimed to have found the outlet of the water reservoir blocked by miscreants using dry-leaves and stone-chips for the third time causing disruption in drinking water supply in entire Debing village.

Taki has lodged an FIR in Ruksin Police Station for the second time to check ill practices of the miscreants and deputed one caretaker to take care of the water supply in the area.

Terming the news blaming PHED for water scarcity as very unfortunate, the AE said that such 'false' report maligns the image of the officials of the department.

Taki advised the locals to lodge complaint at nearby complaint/maintenance center instead of calling media-person to draw attention of the authority.

It is pertinent to mention here that a news item regarding water scarcity in Debing village was carried in this daily, wherein the villagers blamed defective structure at water intake point implemented by PHED.

ASMs Siboh and Moyong on Tuesday said that the allegation was baseless, fabricated and without any truth.

The duo urged villagers to settle any grievance, if any, within the village with the help of concern department and elected representatives.

Local MLA Tatung Jamoh has instructed PHED to ensure quality water supply to the people and asked police to institute inquiry and book the culprits. DIPRO

 

 

 

NABARD launches potential linked credit plan

ITANAGAR, Jan 11: The National Bank for Agriculture and Rural Development (NABARD) has launched the Potential Linked Credit Plan (PLP) for Changlang district on Wednesday. It was launched by Deputy Commissioner Wajong Khimhun, and District Development Manager, NABARD, Changlang Kamal Roy.

Roy informed that the total credit potential under the priority sector had been estimated at Rs 2273.10lakh for the financial year 2017-18.

It is based on the theme "Doubling of Farmer's Income by 2022".The objective is to sustain the contribution of agriculture and allied activities in the development of the state and the need to think beyond 'food security' of the country to focus on 'income security' of the farmer, said a release from NABARD.

It facilitates banks for extending credit to viable activities in the district and line departments and developmental agencies may provide necessary infrastructure and linkage support. The PLP projections serve as a basis for banks in preparing Annual Credit Plan.

 

 

 

Meyors celebrate Lha Chhuth with traditional fervor

ANJAW, Jan 11:  The Lha Chhuth festival of the Meyors of Anjaw district was celebrated with traditional fervour in the remote village of Tinai here on Wednesday.

Greeting the people on the occasion, Anjaw Deputy Commissioner, Mamata Riba appreciated the indigenous communities for keeping their tradition and culture intact and offered felicitations and prayers.

While responding to a memorandum submitted by the festival organizing committee Chairman, Tashi Tsering Meyor, the DC assured to construct a community shed from district resources, so that the organisers are able to have a permanent shed for future celebrations.

DC stresses need to carry out IPPI and MI-IV in mission mode

PALIN, Jan 11: Kra Daadi Deputy Commissioner, Habung Donyi has stressed on the need to carry out Intensified Pulse Polio Immunization (IPPI) and Mission Indradhanush- IV(MI-IV) in a mission mode to prevent the occurrence of diseases.

He was addressing a meeting of the District Task Force for Immunization-cum-Workshop on IPPI and Mission Indradhanush- IV for the year 2017-18, organized by the District Health Society, Kra Daadi for proper implementation of both the programmes at DC's chamber here on Wednesday.

'We must convince more and more people to come for IP with their children', he said adding that special emphasis must be given to far flung areas to ensure that Polio virus is not found.  

DRCHO, Dr. M Pangkam informed that MI-IV for 2017-18 will be held in four phases i.e. on 7 February, March, April and May to immunize all children under the age of 2 years, as well as all pregnant women, against 7 preventable diseases. IPPI programme will also be launched in 4 phases starting from 29th Jan 2017, with the remaining phases to be launched in April, July and September.

DMO, Dr. E Basar in his address informed that there are many inaccessible areas, which are not covered by IP and sought cooperation from all the departments and public to reach out to those areas.

The meeting was also attended by the members of district task force for immunization, COs, MOs, CDPO, OC, DHO and representatives from various schools.

In Roing, Lower Dibang Valley Deputy Commissioner, Deepak Shinde while chairing a meeting of Mission Indradhanush Phase-IV and action plan for implementation of IPPI-2017, emphasized on proper coordination and monitoring for the successful conduct of the drive. He urged the Medical team to reach all remote areas in the district to cover all pregnant women and children. Speaking about various issues being faced during immunization drive, the DC said administrative assistance will be provided from time to time to sort out problems. He also urged them to achieve maximum target before monsoon and exhorted them to prepare micro plan as per need.

District RCH officer, Roing, Dr. R Mena also informed that a total of 617 children have been vaccinated in the district during previous drive.

The MI will be launched from Feb 7 for 7 days in a month for four months while, the first round for IPPI programme will start from January 29 to 31 next, he further informed.

At KHONSA, A workshop was conducted for medical officer in-charges of Tirap district in connection with launching of the fourth phase of Intensified Pulse Polio Immunization (IPPI) and Mission Indradhanush prorgammes.

District Medical Officer Dr. Neeba Lowang, who chaired the meeting, highlighted the micro plans for the ensuing programmes and instructed all the MO in-charges and DPMU to work with dedication.

He called for cent percent immunization coverage during the fourth phase of the programme. (DIPROs)

 

 

 

Re-establish teacher-student relationship: Commissioner  

ZIRO, Jan 11: Education Commissioner Hage Kojeen on Monday called upon the teachers of the state to rededicate themselves to their noble profession and re-establish the positive teacher-student relationship that existed earlier.

Interacting with the teachers of Govt. Secondary School, Hari during a visit to the school on Wednesday, Kajeen said a good teacher-disciple relationship makes teaching and learning process easy and.

"This school established in 1953 has produced many bureaucrats and technocrats. The relationship between a teacher and a student at that time was like that of a father and a child. They were so dedicated that we as students were compelled to study," Kojeen recalled.

He took stock of all the infrastructural assets of the school.

Emphasizing on proper implementation of midday meal program, he visited the midday meal kitchen and advised the cooks to maintain cleanliness and serve hygienic food to the children.

 "The SMC members being local leaders and intellectual people should proactively monitor teacher absenteeism, midday meal programs and school academic performance. The SMCs should be well activated and work in close coordination with the school authority for the school to run smoothly," he added.

Kojeen also inspected the construction work of polytechnic at Jugo.  Although the physical achievement is 80 per cent, electricity, water and approach road will have to be completed for the institution to be fully commissioned, he observed. He interacted with the contractors and asked them to ensure 100 physical achievement by March, 2017.

He also visited the mini secretariat site and was briefed about the progress by officials from PWD.

Arunachal wins 6 medals in National School Games

ITANAGAR, Jan 11: Arunachal won 6 bronze medals in the 62nd National School Games, which was held in New Delhi from January 2 to 9.

The medal winners are Joseph Parang Londa, Mojum Dodum, Atum Sono, Doni Neri, Rosemlu Tamblung and Niamun Mara.

The team was led by KAI certified Coach Rakesh Gamnu as coach Prakash Limbu as manager.

Meanwhile, Secretary Education Bidol Tayeng, Director of Higher & Technical Education Dr. T Padi, Director of Secondary Education Gania Leij and AKA general secretary Bulang Marik, Youth Welfare Officer l. Sokun Singh of Department of School Education felicitated the medal winners.

AKA President Likha Tara also congratulated all the medal winners.

 

 

 

House gutted, relief sought

ITANAGAR, Jan 11: The private house of one Yanu Maling of Forest Colony, Damsite, Naharlagun was reduced to ashes in a fire incident on January 10.

The victim could not save anything as all household properties, including valuable ones, were completed destroyed in the fire, informed member of empowered standing committee of IMC Tarh Kunia.

The ESC member appealed to the Capital Complex Deputy Commissioner to provide immediate relief to the fire victim and take up the matter with the Government after assessing the properties lost in the fire for providing financial assistance to ensure quick rehabilitation of the poor family.

 

 

 

Awareness prog on gender-based violence

ITANAGAR, Jan 11: An awareness programme on domestic as well as gender-based violence was organized by Indo Global Social Service Society (Smile) at Hapoli, Lower Subansiri on Wednesday.

Various women friendly laws that safeguard women from harassment and legal provisions to fight violence against women as form of gender-based discrimination were elaborated by IGSSS (Ziro) project officer Utpal Pegu as resource person.

He urged the youth to share the knowledge to other people and come forward to fight against these evil practices in the society.

The programme was attended by 34 participants, most of whom were youths.

 

 

 

Health camp by NGO

ITANAGAR, Jan 11: More than 250 patients were given free treatment during a health camp organized at Sito Health Sub-Centre under Deed Neelam PHC by NN Charitable Society (NNCS), Doimukh.

A team of medical team headed by Dr. Oling Perme and Dr. Chow Milinda Engling conducted the health camp, wherein general health check up, rapid malaria tests were conducted and medicines given to the needy patients free of cost. Antenatal care (ANC) was also provided to pregnant women.

The villagers were educated on basic health and hygiene practices.

 

 

 

Officer's demise condoled

ITANAGAR, Jan 11: The Directorate of Women and Child Development has condoled untimely demise of late Tao Nalo CDPO Nacho who died on January 8 due to brain hemorrhage.  As a mark of respect, the department observed two minute silence in office premise.  Late Nalo was born on 18th January 1970 and joined the service as UDC on 4th August 1989. Later he joined as statistical assistant at Daporijo-Dumporijo ICDS project.  He is survived by wife and six children.

 

 

 

Union seeks extension

ITANAGAR, Jan 11:   The All Arunachal Pradesh Workers' Union (AAPWU) sought for extension of dates to furnish Aadhar card for continuation of various posts such as WC and Casual employees. The representation from the workers union to Chief Secretary came after the Finance Department has made it mandatory for the department to furnish Aadhar card with an order on November 17th, 2016.  AAPWU claimed that many of workers in rural areas are yet to enroll for Aadhar cards due to lack of awareness.  

 

 

 

Traditional dance & drama competition

AALO, Jan 11: The circle-level traditional dance and drama competition was organized by Vivekananda Kendra at Bagra and Tirbin on two different occasions as part of Samarth Bharat Parva here recently.

The Higi Bagra village and Lipu Pigi Bagra came first and second in the competition held at Bagra Circle while, Tirbin Deke Gangi and Tirbin Gangi emerged as winners and runners up at Tirbin Circle.

The winning teams will participate in the district-level traditional dance and drama competition to be held at VKV Jirdin on Jan 12. (DIPRO)

 

 

 

Ayon Boli memorial football tourney begins in Yingkiong

YINGKIONG, Jan 11: The 2nd Ayon Boli Memorial Football Tournament began at general ground here on Wednesday.

Upper Siang Deputy Commissioner Remo Kamki who attended the inaugural said that players should always maintain discipline on and off the field and play the game in a friendly but competitive manner.

Superintendent of Police A Baruah said that such tournaments provide players the right platform to show their hidden talents.

One of the main objectives of the tournament is to expose the hidden football talents in youths, said DFO Annying Boli, son of late Ayon Boli, in whose memory the tournament has been organized.

AAPLU writes to CM

ITANAGAR, Jan 11: Stating that the recently approved schemes under SADA are not for common cause, All Arunachal Pradesh Labour Union(AAPLU) demanded for rectification in selection of schemes.

In a letter to Chief Minister, AAPLU further urged the government to implement the Supreme Court order prohibiting Indian Made Foreign Liquor(IMFL) shops within 500 meters from the National Highway.  The union also demanded for immediate shifting of SMS Smelter Company Pvt. Ltd from Lekhi village claiming that industry is emitting pollution. It also demanded the Chief Minister to allocate fund for construction of a RCC bridge at Nirubuli village over Nirubjuli River.

 

 

 

ASM writes to ADC for a functional SBI

ITANAGAR, Jan 11: Claiming that State Bank of India Yazali Branch is not functioning since January 2, 2017, the   Anchal Samity Member (ASM) of 5th Takam Passa Yazali segment wrote to Additional Deputy Commissioner to intervene for early functioning of SBI.  

In a letter to ADC Yazali, ASM Tao Ror stated that non-functional SBI branch is harassment to the public.

 

 

 

Renovated badminton court Inaugurated

AALO, Jan 11: The renovated District Badminton Court at Tourist Lodge Complex, Aalo was inaugurated by former ZPC Jarsa Gamlin on January 10.

Gamlin, a state badminton champion in veteran category, exhorted the members of District Badminton Association to make efforts for promotion and popularization of the sport of badminton in West Siang.

The renovation of the district badminton court was done through self-help basis by district badminton association, informed its president Gego Doji.

Skill training progs

ITANAGAR, Jan 11: A two months training on handicrafts under ESTP&P component of DAY-NULM commenced at Palin in Kra Dadi district on Tuesday organized by NYP.

DUDA UPO Toko Api while inaugurating the training exhorted the 50 young men and women trainees to make the best use of the platform and acquire employable knowledge from experienced senior GoAP officers.

DIPRO adds from Changlang: Another 45 days skill training for unemployed youth of Changlang urban area was inaugurated by Changlang SDO Nampang Wangjen at Panchayat Hall on Tuesday.

The skill training under Employment through Skilled Training & Placement (ESTP) component of Deen Dayal Uppadhaya-National Urban Livelihoods Mission (DAY-NULM) is organized by the Department of UD & Housing and Area Manager of INDUS group, Kolkata.

The Deputy Director of UD & Housingn Nich Jacob highlighted on training programme and urged the attending trainees to take advantage of the opportunity.

Area Manager of Indus Group Joy Sen asked the trainees to cooperate with the faculty members and also assured them for placement of the successful candidates.

In total, 50 beneficiaries are undergoing training in two different trades namely,Tailoring and Computer Hardware repairing.

Incharge UPO, Changlang Tei Taba also spoke on the occasion.

Warning bell from Beijing

Days after report emerged that India and Vietnam are exploring possibilities of selling Akash surface-to-air missiles to the latter, Chinese media has reacted with vitriolic over the potential move. The said missile can engage hostile aircraft and drones at a range of 25 kilometres. Vietnam which shares frosty relation with China due to territorial claim over South China Sea has been boosting its military to counter the Chinese threat. In recent year they have improved relation with US and also has been vying Indian support to contain the Chinese. The Chinese media has termed such move as danger to the region and said China will not sit idle.

In an op-ed Global Times, which is part of the ruling Communist Party of China's official group of publications said, "If the Indian government genuinely treats its enhancement of military relations with Vietnam as a strategic arrangement or even revenge against Beijing, it will only create disturbances in the region and China will hardly sit with its arms crossed."  As the view is directly coming from a newspaper belonging to ruling establishment it can be assumed that Chinese government also shares similar view about India's move to explore possibilities of selling Akash missile to Vietnam. There is no doubt that being a sovereign country India has right to sell any kind of product to any nation. But selling missile is totally different case and that too if it has potential to antagonize your immediate neighbour. The government of India will have to rethink over it. The relation between India and China has never been friendly. Two countries fought a war in 1962 and continue to grapple with boundary dispute.  However after coming to power, Prime Minister Narendra Modi has made conscious effort to improve relation and resolve all the outstanding issues including the boundary dispute. All the hard work will go in vain if India takes any step which can potentially derail the relation between two Asian giants.

Sexual perverts having a field day

Dear Editor,

The glitter of modernity is not without a taint of depravity. What’s too upsetting lately is a new breed of perverts who are wreaking havoc with the society and the modesty of womanhood.  They prey upon any females, even kids, anywhere any time. How disgusting, the instances of roadside molestation hardly raise the eye-brows of the pedestrians. To rub salt on the wound come the sermons from the political leaders hinting that cases of such molestation are not unexpected when females go around at night without fathers, brothers and so on. This is how the womenfolk are round-the-clock under threat.

Again, pornography --- in which females are mercilessly humiliated, is doubtlessly another dreadful nuisance which has blotted the pristine landscape of the society now. Though it is never shown in the media as one of the main causes of the increasing menace in the society many sensible NGOs and dispassionate analysts have come up with conclusive findings that reveal ---  ‘The rise in pornography viewing is directly proportional to the rise in the number of rape cases, sexual violence and the social degeneration’  ---  as also claimed by a noted gynecologist Dr. Shaibya Saldanha of Bangalore.

There are various kind of rape cases in the country now. A very horrendous news we have heard from Inchauli, Meerut a few months back. A 10 year’s boy allegedly raped a six years old girl. Where did so young boy get to learn about the indecent acts? What has brought him to like such outrageous stuffs and what finally drove him to walk along the forbidden path? He might have initially become acutely inquisitive for several reasons which we -- one-sided sensible lot, just tend to shrug aside.   

Yes, if we are truly honest the causes are not too indistinct to be noticed.  Well, is it not for an easy accessibility of the pornography on the internet that can be accessed with your android phones? A series of obscene movie footages which repeated boom in our drawing rooms could easily get the tender minds to think what they should not. Again, regular news of fathers/step-fathers stalking upon their own daughters, and school teachers eyeing their students for sexual fulfilment (Kendriya Vidyalaya incident of Meghalaya) have sent chill down our spine about a month back.  This kind of shocking story greets us every morning through our local dailies.

Here a serious question, let’s not ignore. Why is there a sharp rise in the viewing of the pornography in India in the past few years? What is so much hot that is sizzling in the country now which never fails to kindle the curiosity of even the teenage to open up the filthy pages on the net? Let’s not bury our head in the sand in the face of this dangerous development --- at least for the sake of our descendants, for the sake of the humanity. Or else, we will be equally culpable sinners. Well, will our wilful silence against the rise of pornography viewing not bring forth the days of bestiality in which our own children and grandchildren will be living and growing? Will their lives not get devastated by the endless debaucheries, rapes, sexual atrocities, family discords and mental chaos --- already a major distress pulling the society down? In such environment, the millions of poor “single” mothers will be forced to lead traumatic lives as in the West.

Well, our mere saying “sick minded rapists”, or arresting and hanging the perverts will not at all solve the problem permanently.  We all have to adopt, with all sensibility and sincerity, the comprehensive measures as well that will be helpful to keep the society in a good stead.     

Let me beg for your considerate attention here. When an epidemic “dengue” strikes our town, what do we do? Do we not clean our surrounding? This is what the medical doctors suggest first. Apart from vaccinating the sick person, we immediately take all prescribed preventive measures. We extremely exercise caution as to their food intake.  We install screens not to let a single mosquito in, and stop leaving the stagnant water in the open such that it never becomes a breeding hotbed and so on and so forth.

Exactly in the same manner, let’s honestly ask ourselves if we have really been doing anything to prevent the evil of  “porny-dengue”  and the like entering into our society, more precisely, into the mindset of our tender kids and the general masses? Who knows yesterday’s good boy has become pervert today? Has the Government initiated anything that will help prevent us from the sharp stings of “porn-bugs” which might have injected many with the carnal virus? Have we ever put pressure upon the entertainment houses not to immorally sexualize and objectify the womanhood? Some right-thinking lot -- never mincing words, remark that it is entertainment industries which have first outraged the modesty of womanhood with the cheery charm of glamour, fame and money. How, where and when is all as clear as daylight if one’s eyes are not blurred by the baggage of modernity.

Yes, apart from the rigorous punishment to the sex perverts, better hanging, the government  should consider to initiate the movement to detox the mindset of the masses.  “Healthy attitude and healthy acts for healthy society” should be the prime slogan. No sexual predators should strangulate the sacred womanhood and take the society hostage.

Hydro power in Arunachal

Dear Editor,

I applaud the very lucid and visionary letter by Marli Kamki, Secretary Debate S&S, AAPSU  in your esteemed newspaper which was published on Jan 10.

The Hydro potential of the State is immense and should be developed  for the benefit of our people and its future. However, exploitative profiteering in the name of developing the hydro power should not be permitted. As per the National Electricity Plan 2012, prepared by the Central Electricity Authority, Ministry of Power, Govt of India, the norms for manpower requirement for new Hydro Power Plant is 10 persons per MW. As per this NEP 2012, the total requirement of manpower was estimated at 16.60 lakhs for the whole country. By this  standard, the 600 MW Kameng Hydro Electric Project should be having total manpower of 6000 persons ( technical & non-technical)  and the 100 MW Pare Hydro Plant should be having manpower of 1000 persons of various posts. Imagine the employment which could have been given to our youths if all our rivers are wise fully developed. The present 3000 unemployed Engineers and few lakhs of unemployed graduate/under graduate, matriculate/non matriculate youths of our State could be gainfully employed. Others who have business capability could be busy economically earning to look after their family and community.

Unfortunately, what I learned from friends who work in both NHPC and NEEPCO is the opposite. Very few APST engineers and others are employed  in these departments and all levels of employment upto 80 percent are from outside. AAPSU should highlight this issue with our leaders so that justice is given to our people. The highly beneficial hydro power development such as in Sikkim and Bhutan should be implemented in our State. The Government of India departments (PSU) such as NHPC and NEEPCO should have their main offices in Arunachal. For a start, NEEPCO should shift its HQ to Itanagar, like our State Secretariat and the consequent accessibility to our people for development. I have learned there is no NEEPCO project in Meghalaya.  Unless this is done, the exploitative deprivation of our people will continue. The present State Government who has the immense popular support of the people should take this urgent initiative and fulfil the dream of our late beloved Dorjee Khandu. The hydro power requirement in India will grow very fast as the country is fast developing her economy.
